The year is 1787 and the US Constitution has been adopted by the delegates to the Constitutional Convention. It must now be ratified by 9 of the 13 states. Benjamin Franklin, on his way to Virginia, is hypothetically welcomed into a meeting of Maryland citizens to discuss the new Constitution, to promote its adoption by the State of Maryland, and to answer questions on the events of his personal life, his achievements, and his involvement in government affairs.
